The plan proposes a number of short, medium and long-term measures to cope with rising passenger numbers, which increased by 3.8% per year between 2010 and 2015 on Transilien Line P services from Paris Est and 2.4% per year between 2008 and 2012 on RER Line E.

In 2015 SNCF Network invested €15m a year in infrastructure enhancements on the eastern section of Line E and €40m on Line P. The plan approved by Stif envisages increasing investment to €60-65m a year across both lines, an increase of nearly 25%.

The rollout of CBTC on the core Hausmann-Saint Lazare - Rosa Parks section of Line E under the Nexteo programme will be extended east to Pantin in 2021-2025, increasing capacity on the Rosa Parks - Pantin section by 22%.

On Line P, power supplies will be upgraded on the lines to Meaux and Château-Thierry. AGC DMUs will replace older trains on the Paris Est - Trilport – La Ferté-Milon line and new studies will be carried out to provide up-to-date costings for electrification of the Trilport – La Ferté-Milon section, which is likely to be implemented in 2025-2030.

Electrification is due to begin next month on the Longueville - Provins branch and Stif envisages that Paris Est - Provins services will be operated by a fleet of 18-21 Francillien EMUs by 2021, offering up to 200 additional seats per train.

Additional peak trains are proposed for Longueville (from 2018) and Château-Thierry, and the plan also calls for the extension of RER Line E (south branch) services currently terminating at Villiers-sur-Marne to Roissy-en-Brie. Several measures are currently being evaluated to facilitiate this extension, including the acquisition of additional rolling stock and the construction of an additional track between Villiers-sur-Marne and Emerainville.

Improvements to passenger information and accessibility at a number of stations are also planned over the next three years.
