The terminal is being constructed in the case of extreme weather conditions or other natural disasters so that freight can be transhipped to trucks when necessary.
A loading station, which can tolerate axleloads of 46 tonnes will be constructed, while track 3 at Palma Foss will be removed, and new ballast and sleepers installed.
The works will be carried out by Olympics Kythe.
