Construction of the 20.3km line, which will be entirely catenary-free, from City Stadium to the Chuzhou district of Huain'an started in December 2013. The project has an estimated cost of Yuan 3.5bn ($US 550m).

A fleet of 26 LRVs is being supplied by CRRC subsidiary Zhuzhou Electric Locomotive. The LRVs are being fitted with hydraulic anti-buckling systems supplied by Liebherr Transportation Systems, Germany. These are designed to ensure that clearance profiles are maintained at all times, improve ride comfort, and reduce wheel wear by controlling the position of the bogies. The anti-buckling systems are monitored electronically using Liebherr's BK3 controller.
