The Biscayne Bay connection still requires a funding plan and a final contract to be approved by voters.

Contract negotiations for the South Beach train project will be delayed by at least several months, and many residents have spoken at public hearings against rail in South Beach or are only willing to support light rail if it is built to connect to Miami city centre.

The light rail project was originally approved in July, but now the commission has accepted to consider an amendment to the city charter that would require any project that puts rail tracks on city streets must pass a public referendum first.
