The procurement is part of the Pavlodar Tram Project which aims to renew one-third of the city’s 86 vehicle tram fleet and upgrade the 1524mm-gauge network which is electrified at 600V dc. This includes the replacement of turnouts, track and overhead electrification, and the installation of a GPS monitoring system, for which tenders will be sought soon.

The project is being funded by a Tenge 2.5bn ($US 7.5m) loan from the European Bank for Reconstruction and Development (EBRD) and a Tenge 910m grant from the Kazakhstan government. The Akimat regional government will also provide support for the project. The ERBD loan was granted in May 2015 following a partnership agreement signed with Kazakhstan government a year earlier.

Pavlodar is located in the northwest of the country and has a population of 330,000.
