The east-west standard-gauge line will run at-grade from an interchange on the under-construction Toronto - York Spadina metro line at Keele Street in Finch West to Humber College. The line will have 19 stations and is estimated to cost $C 1.2bn ($US 980m). Work is expected to be completed in 2021.

Bombardier Flexity LRVs, already ordered for the under-construction Eglinton Crosstown LRT, will be used on the service which will be operated by Metrolinx. The Finch West LRT will be physically isolated from the Eglinton line so a small depot will be built on Finch Avenue between Norfinch Drive and York Gate Boulevard.

The ministry also confirmed that construction of the Finch West LRT project will further delay construction of the 12km Sheppard LRT. Work on this 14-station project began in 2009 with the aim of opening the line in September 2013. However, former Toronto mayor Mr Rob Ford halted work on the project and it has never restarted.

Meanwhile, the UP Express service from Toronto Union Station to Toronto Pearson International Airport is due to commence revenue services on June 6. Trains will depart every 15 minutes offering a 25 minute journey on the route which runs along the Kitchener Line for 22km, calling at Go Transit's Bloor and Weston stations before diverging onto a new 3km elevated branch, which follows the route of Highway 409 to reach the airport station at Terminal 1.
