The dual-mode locomotive would need to have a diesel engine, and be able to draw power from the third rail as well as cope with gaps between sections of third rail in excess of 15m without using the diesel engine. It must also be able to adapt to fluctuations in the power supply without affecting the locomotive’s performance.

The locomotive would need to haul 340 tonnes. It should weigh 45 tonnes and be able to supply a continuous tractive effort of 12.7 tonnes, with a maximum operating speed of 40km/h.

The locomotive must meet the latest EPA emissions standards as well as workforce noise regulations.

The battery-powered shunter will need to be able to be recharged in the field, and will have a pneumatic braking system. It must be able to haul 136 tonnes up a 5.5% gradient at 8km/h.
