Maintenance must be carried out according to PKP’s three-level regime (Levels 2, 3 and 4). Availability is specified at 95% each quarter, and the maximum number of incidents resulting in the loss of essential operating characteristics is specified at three per 250,000km operating cycle for each locomotive.
Tenders will be assessed according to the following weighting:
• delivery time: 10
• maximum number of events causing loss of essential operating characteristics in a 250,000km cycle per locomotive: 3
• maximum speed: 10
• technical availability: 4
• rolling reliability: 3
• unit price: 35, and
• service maintenance rate: 35
The closing date for bids is September 30. Delivery of the fleet must be completed within 30 months from the date the contract is awarded.
