The concession is currently operated by DB Regio which won the contract in 2008. Under the new concession BEG expects services to operate at hourly intervals on weekdays as a minimum. BEG wants passengers to be able to purchase their tickets easily and would like a whole range of fares to be offered for travel on other regional and long-distance services.

BEG expects station staff to be available for a minimum of 70 hours per week at Nuremberg and Fürth main stations, and has set minimum opening times for eight other stations. The concessionaire will have to set up a customer service facility at a central location.

The new operator will be required to take part in BEG's quality measurement system which covers cleanliness, equipment operability, onboard passenger information, the quality of safety personnel, and reactions to passenger complaints. Stringent targets will be set for punctuality, maintenance of connections, fault management, and real-time passenger information.

The winner will need to provide a fleet of either refurbished second-hand or new trains, and BEG will offer a bonus for the purchase of new trains. The trains must allow step-free access from platforms with a height of 55cm above the rail head. Provision must also be made for disabled passengers to board from either lower (30cm) or higher (76cm) station platforms.
