An hourly fast service is envisaged between the two cities with a journey time of less than two hours.

Studies will be completed by next July and these will consider what infrastructure improvements are required, the economic impacts of improved cross-border links, and how the costs of the project should be divided. It is expected that the Dutch and German governments, the province of Groningen, and the German state of Lower Saxony will all contribute to the scheme.

The Dutch Ministry of Infrastructure is also seeking the participation of operators including Netherlands Railways (NS) and Arriva in developing the proposals for the project.
