The 22-month study will include design guidelines and requirements for the project, an environmental impact assessment, and an estimate of construction and operating costs.

The city’s first light rail line is currently under construction. The 24km Red Line will link Tel Aviv's mainline station in Petah Tikva with Bnei Brak, Jaffa, and Bat Yam with 34 stations, 10 of them underground. Commissioning is scheduled for 2021.

The Red Line is the first element of NTA’s current project to build a network of five light rail and three bus rapid transit lines. On August 12, the Israeli government approved an economic plan for 2017 and 2018, which included the preliminary design for the next phase of construction which includes the development of the first metro line in Tel Aviv.
