The scope of services expected from the O&M partner is defined in three phases: pre-operations, start-up operations, and steady-state operations. The selected partner will be responsible for railway freight operations and maintenance, terminal operations and maintenance, and railway network management and maintenance. The partner will also be responsible for staff development and support functions to enable the delivery of rail operations.

 

Oman Rail states that bidders must have a minimum of five years of experience in railway freight operations and maintenance, freight terminal operations and maintenance, and network management (mixed freight and passenger).

The tender process consists of a technical phase which is open to all bidders from which prequalified bidders will be accepted to move to the commercial tender phase. The terms of the commercial structure that bidders will have to follow will be developed by Oman Rail following meetings with the prequalified parties.

The deadline for collection of tender documents is July 6, and as part of the technical bidding phase, all bidders will be invited to conduct a site visit on August 2-4, ahead of the deadline for technical bids on August 24.
