Deliveries will take place between 2020 and 2023 and the fleet will be deployed on services from Riga to Aizkraukle, Tukums, Skulte and Jelgava. Each train will accommodate 450 passengers.

In September 2017 PV announced that it had shortlisted CAF, Škoda Vagonka, Stadler Poland, and Talgo for the contract. PV CEO Mr Rodzers Janis Grigulis said that Talgo’s bid offered the best value over the projected 35-year lifespan of the fleet, with a price €20m lower than its nearest competitor.

The contract will be signed following a 10-day standstill period, although Škoda Vagonka representatives told the Latvian press that it is likely to challenge PV’s decision.

On November 5 transport minister Mr Uldis Augulis confirmed that the government would allocate up to €259m for the procurement.
