Araf has asked RFF to improve the clarity of information provided to train operators, and to precisely specify the reasons for refusing train path applications.

From next month, RFF will be required to offer operators an alternative path if their application is turned down or pay a penalty, which will be determined by Araf. From September 2014, RFF will notify operators immediately if a train path is altered or withdrawn for any reason.

Araf says an incentive system for better path management will be set up, with operators being subject to penalties for the late release of unused capacity.
