ANTT suggests splitting responsibility for investment in infrastructure and above-rail equipment would give concessionaires a greater incentive to invest and allow them to concentrate on service quality.

"Brazil has a railway infrastructure that in many places is over 100 years old," says ANTT director general Mr Bernardo Figueiredo "There is no case for an operator to invest in new locomotives and wagons if 90% of the network only supports 2000-tonne trains running at an average of 20km/h. We believe this new model would revolutionise rail investment across the country."

ANTT has not indicated when it will publish detailsof the new model.
