The EC’s assessment of the programme, which has a budget of €255m, should be allowed to continue operating because it is open to all rail freight operators active in the Italian market and is beneficial in terms of mobility because it has the potential to reduce road congestion. The Commission also states that the scheme will be particularly beneficial in the south of Italy, where there is a significant imbalance between road and rail freight.

EU rules on state aid allow state aid to operators under certain circumstances. The level of support available under the scheme is based on a reduction in track access charges and compensation for external costs borne by rail freight operators.
