Pre-Notice of Proposed Procurement by Metrolinx for its GO Transit Electrification Network Implementation and Environmental Assessment

General Information and Background

 

Metrolinx, an agency of the Government of Ontario, was created to champion, plan, develop and deliver a seamless, integrated public transit network in the Greater Toronto and Hamilton Area (GTHA), Ontario, Canada. Metrolinx has three operating divisions: GO Transit, Union Pearson Express and PRESTO.

 

In its recent Budget, the Province of Ontario announced plans to invest more than $130 billion in infrastructure over the next 10 years. Twenty-nine billion dollars of this investment is for transportation infrastructure including $15 billion directed to transit infrastructure in the GTHA. The funding includes a proposal to electrify the GO Transit rail network and increase the frequency of service. To support this, GO Transit needs to upgrade the physical capacity of the rail corridors, which is already underway to some extent.

 

Aligning these ongoing expansions of the various corridors with the introduction of electrification on the GO Transit rail network requires a specialized technical team. The main deliverable of the technical team would be to facilitate a successful and seamless transition from diesel to electric propulsion while corridor expansions are underway.

 

It is Metrolinx’s intent that this program of work will be performed over the next 10 years.

 

Upcoming Requests for Proposals

 

Metrolinx intends to issue a Qualification Based Selection (‘QBS’) Request for Proposal for this program of works as follows.

 

Electrification Project

 

The scope of this project involves two elements necessary for the electrification on the network.

 

Part One: Overall project support including technical advisement for electrification of Metrolinx’s GO Transit rail network.

 

Part Two: Complete a system wide Environmental Assessment (EA) for electrification, identifying the impacts of key electrification system requirements and including consultation with stakeholders and the public.

 

The successful Consultant will be asked to provide staff resources capable of acting as the owners’ representative for the electrification of the GO Transit rail network over the entire term of the project implementation. The main deliverable would be to facilitate a successful and seamless transition from diesel to electric propulsion while the corridor expansions are underway. This would include oversight of the overall electrification design, the selection of rolling stock, operating and maintenance procedures and design/build construction of the system.

 

Planned issue date of Requests for Proposals: End of the year of 2014

Please note that neither the successful Consultant who is awarded this contract, nor its sub-consultants and/or subcontractors, will be allowed to participate in subsequent electrification implementation contracts. The reason for this exclusion is to avoid conflicts of interest that would be created.

 

The above referenced Requests for Proposals will be posted on www.MERX.com. It is recommended that interested contractors and consultants monitor the MERX website on a regular basis for any additional information relating to these Requests for Proposals.
