The project involves building a double-track line following Highway 6 from Hadera East on the Tel Aviv - Haifa main line south to connect with a short section of the existing loop line serving Kfar Sava as far as Rosh Ha-Ayin. The project then involves upgrading a single-track freight line to double track from Rosh Ha-Ayin to Lod. Israel Roads will be responsible for the northern section and Israel Railways the southern part of the project.

A call for tender was issued on October 24 for section D covering the double-track section between Teufa and Lod North. This follows three earlier tenders for section C between Rosh Ha-Ayin and Teufa east of Ben-Gurion airport. Section C includes 17km of double-track railway, eight bridges, upgrading Rosh Ha-Ayin North station and designing a new station at El-Ad.

The line will have nine new stations and is expected to open in 2026. It will be used by up to 100 passenger trains per day, with six trains/hour/direction in peak periods, plus freight trains. The line is forecast to carry 300 million passengers per year and should relieve congestion on the Tel Aviv - Hadera coastal line.
