Four of the units must be dual-voltage (25kV and 15kV) and be approved for operation in Hungary, Germany Austria and Romania. The remaining five locomotives should be triple-voltage (25kV, 15kV and 3kV) and also be able to operate in Slovenia, Slovakia, the Czech Republic and Poland.

The locomotives are expected to operate for 200,000km per year and delivery is required 24 months after the contract is signed. Prospective bidders are expected to supply certificates showing 94% availability for their products over the past 12 months.

The deadline for submissions is February 8 and bids will be evaluated based on purchase price, which is accountable for 62% of the available points, as well as cost of maintenance and the delivery dates of the first three locomotives.
