The Kowloon project involves a 2.6km underground extension to the Kwun Tong Line from Yau Ma Tei via Ho Man Tin to Whampoa at an estimated cost of $HK 5.3bn ($US 682m). The Hong Kong Island scheme entails the construction of a medium-capacity line using three-car trains. The 7km South Island Line will run from Admiralty, on the existing network, southwest to South Horizons, with three intermediate stations. It will be underground apart from one elevated section. Construction cost is estimated at $HK 12.4bn. MTR has been granted property development rights at two sites to support construction costs.

MTR has also been given approval for advance works for the Shatin to Central Link project at Admiralty and Ho Man Tin stations, and for the transfer of the International Mail Centre from Hung Hom to Kowloon Bay. This will minimise disruption and speed up construction when the 17km Shatin to Central Link is built.
