The prequalified consortia were assessed under a point scoring system with a maximum possible score of 160. A Finnish-Danish-French group comprising Lemminkainen, Sunnitelu, Ramboll, and Alstom had the highest score of 137.75 points.
This was followed by Gulermak, Turkey, with 134.8 points, Destia and Sito, Finland, with Siemens on 98.7 points, and finally an all-Finnish group of VR Track, YIT and Pöyry with 90.9 points.
The cost of the infrastructure is expected to stay within the budget of €250m. A separate tender for a fleet of 23 low-floor LRVs will be issued later.
Tampere City Council will finalise plans to implement the project next year. The first section from Hervanta to the city centre should be in service by 2018-19, and the two-line network should be completed by 2022.
