VGF plans to invite by August 31 up to six applicants to submit an initial bid. These offers will be evaluated and ranked according to criteria published in the tender documents. The top four bidders will be designated as preferred bidders for VGF to conduct negotiations with.
VGF will then determine uniform requirements and invite each preferred bidder to submit a binding and final offer.
