The Competition Authority ruled on August 10 that the tender requirements were incomplete and must be updated prior to a new tender being issued. The terms of the contract were said to lack details which could have a substantial effect on the price and quality including providing no specification for the required number of sections for doors, and no requirement for a snowplough to be added to the front of the vehicles.

Only two companies were initially invited to bid: a joint-venture between Alstom and Russia's Transmashholding and Kirov-Ust-Katavsky Railcar Plant. However, both Siemens and Bombardier have hinted at a potential bid, the latter having originally formed a partnership with Uralvagonzavod, only for the city government to prevent them from bidding.
