The contract covers the operation of around 1.8 million train-km per year (including 180,000 train-km in Bavaria) on four routes and calls for the operation of new trains on the Aalen - Langenau - Ulm and Ulm - Ehingen - Munderkingen lines but allows the use of existing rolling stock on the Schelklingen - Kleinengstingen and Gerstetten - Amstetten lines.

The tender allows bidders to choose from two methods of rolling stock procurement. Under the so-called classic model, the operator will purchase trains either directly or through a leasing company. Under the Baden-Württemberg model, the operator will order the trains from the supplier and sell them to SFWB, a special-purpose vehicle established by the state government, which will then lease the fleet back to the operator.
