Stage 1 starts in December 2018 and concerns the operation of the Freiburg im Breisgau - Neustadt (Black Forest) line and the Titisee - Seebrugg line. This is the largest of the two, amounting to 1.3 million train-km per annum. About 80% of all the rolling stock needed for this tender will be deployed during this stage.

Stage 2 will start when the infrastructure works of the first phase of the Breisgau S-Bahn, which will take place during stage 1, have been completed. It covers the following lines:

  • Freiburg im Breisgau - Neustadt - Donaueschingen
  • Seebrugg - Titisee
  • Endingen – Riegel - Gottenheim
  • Breisach - Freiburg im Breisgau, and
  • Donaueschingen - Villingen.

The tendering authority is willing to provide financial support for the procurement of the rolling stock. Bidders can choose from various funding models including outright purchase, the Baden-Württemberg model, and the financial guarantee model. The model will be chosen by the tendering authority and the winning bidder.
