The fall in traffic follows an 11.9% drop in freight volumes last year.
However, while the freight business suffered in the first quarter, the continuing rapid expansion of the rail network helped to fuel growth in passenger traffic, which increased 13.7% year-on-year to 666.7 million passengers.
