KiwiRail says not enough passengers are travelling north of Waikanae, where Wellington commuter services terminate, to cover operating costs. The service needs to attract at least another 60 return passenger journeys a day to break even. KiwiRail also plans to increase fares by as much as 40% to try and improve the service's financial viability.
