Points of access are station buildings, access to the platforms, the platforms, and services covering ticket sales, passenger information and staff training, as well as rolling stock. The 20 French regions excluding Corsica will also have to develop their own plans to improve access to transport services they are responsible for. There are a total of 737 railway points of access in France, of which 160 are national, 207 are in the Ile-de-France centred on Paris, and 370 are regional.

There will now follow a six-month period of consultation on the proposed measures with a view to signing an agreement between the minister of transport and the two presidents SNCF Network and SNCF Mobility at the end of March 2016. The project is due to be completed in 2024, and the first progress report on implementation is scheduled for March 2017.
