The four-car trains should have entered service on two regional express lines in the states of Brandenburg and Berlin - RE 2 and RE 4 - on December 9 for the start of the new timetable, but the EBA did not approve them in time due to "changes in standards and unresolved certification issues."

As Odeg could not introduce the Kiss trains, it had to launch its new services with replacement rolling stock, which had to be organised at the last minute. For example, Odeg hired some Taurus locomotives and City Shuttle coaches from Austrian Federal Railways (ÖBB). Nevertheless, there was still some disruption to services during the first weeks of operation resulting in many disgruntled passengers.
