REGIONAL transport authorities Upper Elbe Transport Authority (ZVOE), the Brandenburg state Ministry for Infrastructure, and Leipzig Local Transport Authority ZVNL have launched a tender to operate regional services on the Upper Elbe Electric Network.
The contract includes:
- RE15 Dresden - Hoyerswerda
- RE18 Dresden - Cottbus
- RE50 Dresden - Leipzig
- S5 Dresden - Coswig/Riesa, and
- S6 Dresden - Elsterwerda.
Applicants must submit a bid that includes additional peak period services on either S-Bahn lines S5 or S6.
The 14-year contract will run from December 13 2026 until December 8 2040, without an option for an extension. Bids must be submitted by 12.00 on July 7.
The rolling stock must have been manufactured after 2010, unless locomotive hauled coaches are used, in which case these must have been manufactured after 2006, or double-deck trains which must have been manufactured after 2004. Bids with new rolling stock will be rated higher than those with second-hand rolling stock.
The tendering authorities will receive the fares revenue and will also bear the financial risk.
