Some projects in the Pluriannual Plan (PPA) will be funded through public-private partnerships (PPP) and the objective is to increase the number of annual journeys by metro, commuter rail and bus to 3.39 billion by 2023.

On the commuter rail network, the following extensions are planned: Line 9/Emerald to Varginha which will increase ridership from 171.3 million passengers/year to 206.4 million by 2023, Line 13/Jade to Bonsucesso in Guarulhos and the central region of São Paulo, and Line 11/Coral to Barra Funda.

In addition, it is planned to modernise Line 7/Ruby, Line 8/Diamond, Line 10/Turquoise, Line 11/Coral and Line 12/Sapphire. Upgrading Line 11/Coral should increase ridership from 221.5 million passengers/year to 229.7 million by 2023.

The extension of monorail Line 15-Silver from São Mateus east to Cidade Tiradentes is expected to be 77.6% complete by 2023, while the construction of monorail Line 17-Gold will only be 56% complete.

Construction of metro Line 6-Orange between São Joaquim and Vila Brasilândia, in the northwest of ​​São Paulo, is forecast to be 65% complete by 2023 following the expected resumption of work by Acciona, Spain. Construction of metro Line 19-Celeste from Anhangabaú to Bosque Maia should be 11.3% complete by 2023.
