POLISH national long-distance passenger operator PKP Intercity has published a tender in the Official Journal of the European Union for 46 new electric locomotives for domestic services.

The tender is being run under an open competition procedure. The contract, worth an estimated Zlotys 555m ($US 136.9m), also includes repair and maintenance services.

The order is part of PKP’s 2030 fleet renewal strategy, and the first locomotives are due to enter service in 2025. The first locomotive must be delivered 18 months after the signing of the contract, with delivery of the remaining locomotives taking place over the next eight months.

The new locomotives must be able to take traction current at 3kV dc, will have a maximum speed of 160km/h and must be equipped with ETCS Level 2 onboard equipment. PKP-Intercity requires a 36-month warranty for each locomotive.

Assessment of the bids will be weighted as follows:

  • price: 70%, including 60% for unit price per locomotive and 10% for maintenance
  • delivery date of the first locomotive: 10%
  • delivery date for all locomotives: 10%
  • warranty quality and period for each locomotive and its individual components, software and documentation: 5%, and
  • maximum number of technical incidents resulting in loss of operational capacity over a cycle of 250,000 km: 5%

Bids must be submitted by September 14.

Locomotive leasing tender

PKP Intercity has also launched an open tender to lease up to 10 electric locomotives for use on the Polish railway network. The contract will include a full maintenance service agreements.

The tender is split into five parts, each for two locomotives.

The new tender has been launched in an attempt to quickly procure additional traction after a previous tender was withdrawn.

The contracts for all five parts of the tender will run for a year. Six of the 10 locomotives must be suitable for operation at up to 160km/h, while four must have a maximum speed of at least 125km/h.

The deadline for bids is September 12.
