Czechoslovakian-born Lochman is currently the CER's deputy executive director and leader of technical affairs. Before assuming this role in 2007, he acted as the director of the Railway Test Centre, a facility for testing European rolling stock, infrastructure and signalling components, in Prague from 2000 to 2005. Lochman holds a doctorate in electronics from West-Bohemian University Plzen.
 
Commenting on the appointment, CER chairman and CEO of Italian State Railways (FS), Mr Mauro Moretti said that he is confident Lochman will efficiently handle the future challenges the rail sector is facing.
 
"With Libor Lochman, CER has gained a strong leader with excellent knowledge not only of EU policy making but also of the European rail sector," Moretti said.
