Yakunin called for common certification of rolling stock throughout the Commonwealth of Independent States (CIS). "It is impossible that one factory becomes the certifying authority; this should come from the government, but we don't want separate authorities in Kazakhstan or Uzbekistan, for example."
Yakunin acknowledged that RZD should not try to run before it can walk by raising the standards required for rolling stock to the maximum level. "If we specify that our locomotives should be maintained over the same period as in western Europe, we will never meet it, so we should not strive for this as we kill international cooperation."
Finally, Yakunin called for RZD and its suppliers to use insurance to cover the liability for component failure. "The guilty party will pay through increases in their annual premiums," he said.
Yakunin calls for changes in rolling stock procurement
IRJ at the 1520 conference in Sochi, Russia: The president of Russian Railways (RZD), Mr Vladimir Yakunin, today called for changes in the way rolling stock is procured. Yakunin said research and development should be the number one priority, but recognised that this will cost money. "It is no good trying to develop modern products for very little money," he told delegates.
