The tender, which has been postponed four times since its release, generated just one proposal from Frota CPTM, a consortium of the Brazilian subsidiaries of Alstom and CAF. Frota CPTM offered a bid of Reais 4m per vehicle, significantly higher than the Reais 2.96m expected by the São Paulo's state government.

Despite the decision to retender the contract, the government expects the first trains to be delivered by the end of 2014.
