BRITAIN has finally completed its roller-coaster project to modernise Europe’s busiest mixed-traffic railway, the 800km West Coast Main Line linking London, Birmingham, Manchester, Liverpool and Glasgow - at the third attempt. While completion of the work will bring some real benefits to train operators and their customers, the project has some salutary lessons for infrastructure managers.
