CAF and Skoda Vagonka filed objections with the IUB in December after PV selected Talgo as preferred bidder.
The ruling gives PV 20 days to re-evaluate all four bids from the suppliers shortlisted for the contract in September 2017. As part of this process PV must disclose to the IUB and the bidders all information regarding its decision-making process and the steps it has taken to ensure the irregularities identified in the initial procurement have not been repeated.
