Škoda and CAF filed complaints with the Latvian Procurement Monitoring Bureau in December after PV selected Talgo as preferred bidder for the contract. The appeals were upheld by the IUB, which last month blocked PV from concluding the deal with Talgo and ordered the operator re-evaluate the bids from all four suppliers within 20 working days.

Škoda submitted a bid of €241.9m for the contract, which includes the construction of a new depot for the fleet.

There will now be a 10-day appeal period before the contract is signed. Talgo has already confirmed it intends to appeal's PV's decision.
