Transport Safety Victoria (TSV) is Victoria's integrated safety regulator for bus, maritime and rail transport.
It is headed by the Director, Transport Safety (Safety Director) whose statutory object is to independently seek the highest transport safety standards that are reasonably practicable, consistent with the transport system's vision and objectives under the Transport Integration Act 2010 (Vic).

The position reports to the Manager , Technical Support and is responsible for providing risk, risk management, and systems assurance expertise and advice to the Rail Safety Branch of Transport Safety Victoria (TSV). The position provides leadership and guidance in a complex area of strategic importance.

The position is required to work with high level stakeholders, the Office of the National Rail Safety Regulator (ONRSR) and provide policy advice to government and key industry stakeholders. The role supports the strategic planning function and the delivery of compliance and accreditation tasks for the Rail Safety Branch.

To be successful in this role you will have Postgraduate qualifications in a field of risk engineering, safety science or systems assurance together with relevant industry experience.

DEFINITIONUnder the general direction of the Deputy Chief Operations Officer, the Signal Engineer will assist with all aspects related to railroad signaling including but not limited to plan reviews, cutover reviews, field inspection of signal maintenance activities, review of maintenance records, field inspections of construction projects and oversight of signal cutovers. Distinguishing Characteristics This position is distinguished by its role in representing NCTD in the coordination of all phases of railroad signal projects. This individual must possess advanced knowledge of facets of railroad signal systems and grade crossing warning systems. The Signal Engineer position requires technical knowledge, analytical skills, and ability to work with multiple different projects in various states of completion.  Supervision Received and ExercisedThis position reports to the Deputy Chief Operations Officer. This position may also oversee the work of consultants and staff in support of railroad signal related functions, as required. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted. Working ConditionsNormal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultant’s facilities, and other locations as required.  Work hours will vary in length and schedule. Night and weekend work will be required.
EXAMPLES OF DUTIES:

QUALIFICATIONS:
Experience/Education·         Bachelor’s Degree in related field desired·         Minimum of 5 years’ experience on a Class I railroad or major commuter rail system including experience in overseeing the installation, adjustment, and testing of signal-related work. ·         Experience as signal engineer with specific experience in railroad signal system design and construction required. A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
